as an identification, which is issued by Tibetan government: Central Tibetan Administration (CTA).<br \/>\nEven though that CTA has various governmental bureaucratic institutions, for instance, Ministry of Foreign Affairs and Ministry of Education, it does not has universally recognized sovereignty.<\/p>\n<p>Thence, applying for Green Book is an action of establishing identity: Tibetans recognize and support CTA as a legitimate regime for Tibet, a independent state.<br \/>\nEven though that CTA do not possess power to imposing taxation, Green Book holders frequently volunteer to pay their taxes. Taxation ranges from fifty to a thousand, from children to public servants. Green Book records complete history of taxation, also serves as a certificate for participating in the democratic election every 5 year.<\/p>\n<p>As for foreign supporters of Tibetan rights, it is possible to apply for a &#8220;Blue Book&#8221; as a token of solidarity.
