【綠皮書與藍皮書 |green book and blue book】

大多數的西藏人,都有一本由西藏政府「藏人行政中央」(Central Tibetan Administration,簡稱CTA)所核發的綠皮書(green book),綠皮書就如同西藏人的身分證,然而,藏人行政中央雖然有政府的型態,下設各部會:「教育部」、「外交部」等,但事實是「藏人行政中央」並沒有實際的職權。

所以申辦綠皮書是藏人的自我認同,代表藏人們肯認藏人行政中央是西藏這個國家的政府。每年西藏政府雖無強制課稅的權力,但擁有綠皮書的藏人們會自願繳稅給政府,每年的稅額依照身分自五十元到一千多元不等(兒童較低、公務員較高),綠皮書中記錄著每一次的繳稅紀錄,而每五年舉辦一次的民主選舉,藏人們也要憑著綠皮書證明自己的身分,參與投票。

而關心西藏人權問題的外國聲援者,則可申辦藍皮書(blue book),藏人行政中央會將捐款的金額象徵性地轉換成西藏幣值的郵票,留存在藍皮書的內頁作為紀念。

Most Tibetan holds a “Green Book” as an identification, which is issued by Tibetan government: Central Tibetan Administration (CTA).
Even though that CTA has various governmental bureaucratic institutions, for instance, Ministry of Foreign Affairs and Ministry of Education, it does not has universally recognized sovereignty.

Thence, applying for Green Book is an action of establishing identity: Tibetans recognize and support CTA as a legitimate regime for Tibet, a independent state.
Even though that CTA do not possess power to imposing taxation, Green Book holders frequently volunteer to pay their taxes. Taxation ranges from fifty to a thousand, from children to public servants. Green Book records complete history of taxation, also serves as a certificate for participating in the democratic election every 5 year.

As for foreign supporters of Tibetan rights, it is possible to apply for a “Blue Book” as a token of solidarity. CTA would symbolically exchange applicants’ donation to postage stamps in Tibetan currency, and keep them in the pages of the Blue Book.
