【綠皮書與藍皮書 ｜green book and blue book】
【green book and blue book】
Most Tibetan holds a “Green Book” as an identification, which is issued by Tibetan government: Central Tibetan Administration (CTA).
Even though that CTA has various governmental bureaucratic institutions, for instance, Ministry of Foreign Affairs and Ministry of Education, it does not has universally recognized sovereignty.
Thence, applying for Green Book is an action of establishing identity: Tibetans recognize and support CTA as a legitimate regime for Tibet, a independent state.
Even though that CTA do not possess power to imposing taxation, Green Book holders frequently volunteer to pay their taxes. Taxation ranges from fifty to a thousand, from children to public servants. Green Book records complete history of taxation, also serves as a certificate for participating in the democratic election every 5 year.
As for foreign supporters of Tibetan rights, it is possible to apply for a “Blue Book” as a token of solidarity. CTA would symbolically exchange applicants’ donation to postage stamps in Tibetan currency, and keep them in the pages of the Blue Book.
If you would like to assist CTA sustaining their peaceful campaign for preservation of culture, education for minors, general development, democracy promoting, and improving tens of thousands of Tibetan refugees’ lives, applying for a Blue Book probably is a good start!
