西藏台灣人權連線(藏台連線)成員於9月5日拜會達賴喇嘛尊者,邀請達賴喇嘛至台灣訪問,同時也希望藉由藏台連線的成立,可以促成西藏、台灣社會之間,相互了解、彼此支持。

藏台連線此次的參訪成員包括在台藏人福利協會會長Tashi Tsering(札西慈仁);台灣人權促進會執行委員吳豪人教授及秘書長邱伊翎;人權公約施行監督聯盟召集人黃嵩立教授及執行長黃怡碧;國際特赦組織台灣分會副理事長林淑雅教授;廢除死刑推動聯盟執行長林欣怡;民進黨立法委員Kolas Yotaka及助理呂思翰;時代力量立法委員林昶佐(Freddy)及助理張庭瑜。代表團一行總計11人於9月初抵達達蘭薩拉,陸續拜訪了藏人流亡社會主要NGOs,包括藏青會、自由圖博國際學聯、9-10-3組織、西藏全國民主黨,以及西藏行政與立法部門,最後也拜會尊者達賴喇嘛,請法王給藏台連線成員在人權工作上的提醒與建議。

藏台連線的成員來自台灣不同領域的人權NGOs,成員有西藏人和台灣人,其中身份包括社運工作者、大學教授、作家、學生、立法委員等等。藏台連線的成員,過去長期關注西藏議題,每年的310西藏抗暴日遊行或者有西藏相關人權侵害事件發生時,都會挺身而出進行相關倡議運動。雖然已經有台灣的援藏團體及在台藏人團體存在,努力地為西藏議題發聲。在這些基礎之上,我們成立聚焦藏台人權議題的組織,共同為推動西藏及台灣的人權而努力。2015年由札西慈仁(Tashi Tsering )發起,經過討論後決定開始籌備西藏台灣人權連線的成立。

藏台人權連線主要發起人札西慈仁表示,「我在台灣已經19年,之前一直覺得我沒有一個家,但是今天台灣的團體及立法委員來這裡,我真的覺得我好像在家裡招待你們。藏台連線不只是一個所謂『援藏』團體,也希望是一個『援台』團體。希望這個連線可以成為平台,關注西藏與台灣所共同面臨的困境及人權議題。」

人權公約施行監督聯盟召集人黃嵩立教授表示,「這幾天拜會達賴喇嘛尊者、藏人行政中央總理洛桑森格、國會議長、副議長以及當地非政府組織,除了大家都敬重尊者達賴喇嘛,但也表達了非常多元的想法,雖然大家立場或有不同,但彼此尊重,展現了藏人流亡社會的民主精神。這個連線成立的重點為人權,我們認為自決權、政治權、經濟、環保、文化、宗教等都是人權,不可偏廢,只有西藏人能夠決定自己的未來。」「在交流過程中,西藏政府教育部的官員提到有西藏學生希望到台灣求學,卻遇到困難,我們也希望未來我們可以透過立法委員的協調及努力,來解決這個問題。這個連線未來也希望能辦西藏的兒童日報,並透過這個報紙讓西藏的語言文化得以保留。」

台灣時代力量黨的立法委員林昶佐表示,「台灣民間社會長期關注西藏議題,政府對此卻往往選擇噤聲。但近年台灣新政治力量崛起,今年初也完成首次國會的政黨輪替,我們將籌組跨黨派的台灣國會西藏連線,展現台灣國會對藏人社會更友善的風貌,為西藏人權與自由投注更多的心力。同時,也正式邀請達賴喇嘛尊者訪台,期待促成尊者蒞臨台灣國會發表演說!」

台灣民進黨的立法委員Kolas Yotaka在此次拜訪行程中,也向藏人行政中央的總理洛桑森格表示,「作為不斷被漢化的台灣原住民族的一份子,很能感受圖博民族遭受漢民族壓迫的痛苦,因此上任後對圖博議題格外關注,不但提案修法維護在台圖博人的合法居留權,更提案廢止蒙藏委員會,希望成為圖博在台灣最好的夥伴,獲得總理的肯定與歡迎。」

西藏國會議員洛桑札巴也代表西藏人民議會出席記者會表達感謝,並表示會盡力協助藏台國會議員的交流及NGO的合作。

台灣人權促進會秘書長邱伊翎表示,過去台權會長期推動難民法及協助在台藏人及台藏家庭尋求合法居留,由於台灣目前沒有難民法,對於流亡藏人的身份認定都是個案處理,並且是透過一個沒有公信力的蒙藏委員會進行藏人身份認定,而非依據國際人權法的不遣返原則來處理,也常對於拿印度旅行文件(IC)來台的藏籍配偶處處刁難。台灣的國會即將通過難民法,邱伊翎希望透過此行了解在印度的藏人處境。

每年310西藏抗暴日,在場的人權工作者都會籌劃及舉辦台灣310相關活動。目前藏台人權連線也固定舉辦人權星期三Lhakar之夜,向在台灣的朋友介紹西藏議題。未來藏台人權連線也希望持續進行西藏人權監察,並針對中國對西藏人權的侵害發表意見。連線成員中的立法委員也會促成台灣西藏國會小組的成立。

The Human Rights Network for Tibet and Taiwan (HRNTT) paid a visit to His Holiness the Dalai Lama on September 5th, and invited His Holiness to visit Taiwan. It is the hope of all members of the HRNTT that establishing the network will enhance mutual understanding and facilitate cooperation between Tibet and Taiwan.
The Human Rights Network for Tibet and Taiwan is a coalition of Taiwan-based NGOs. Although the members work on different issues, the common concern is human rights. Members of the HRNTT realize that the value of human rights is universal, and that the suffering of one person in any part of the world is a burden on the whole world. On the other hand, improving the rights of one person anywhere in the world is an inspiration for people everywhere. We also recognize that Taiwan and Tibet share many common grounds, for historical reasons. Both of us need to struggle to protect and improve our rights. There is a lot to be learnt from each other.

Tashi Tsering: I was born in India, and have been living in Taiwan for 19 years. I never felt that I have a home. Today I am hosting members of the HRNTT and the legislators in Dharamsara, and that makes me feel that this is my home. HRNTT is not an organization that aims to help Tibet, I hope that it is also an organization that helps Taiwan. We hope that this Network can serve as a platform for collaboration on human rights issues of Tibet and Taiwan.

Song-Lih Huang: About our first visit to Dharamsala, I am happy to report that it is very fruitful. We were kindly received by His Holiness, Sikyong, the Speaker and members of the parliament. We feel honored and warm-hearted. We visited the Department of Information and International Relations, and had discussion with staffs of the Central Tibetan Administration. We want to express our gratitude to our friends who help in the arrangement. We also had interesting interaction with of some members of the Tibetan Youth Congress and other NGOs. The purpose of these interactions is to communicate on projects which we can work on together in the future. Up to now we have some primitive ideas. The first is to communicate with the government and reduce the barrier for Tibetan students to pursue postgraduate education in Taiwan. The second is to publish a newspaper in Tibetan for children. The content of the newspaper is not only for the children, but is also by the children and of the children. We hope that this newspaper can help to link children in different settlements, and encourage children to develop their writing skills. We hope that the details of collaboration can be developed further by continued communication.

Legislator Freddy Lim: The civil society in Taiwan has always been concerned with Tibetan issues, but the government often opted for silence. This has changed because new political parties have gathered power, and achieved the first change-of-power in Taiwan’s parliament. We will organize an All-Party Parliamentary Group for Tibet in Taiwan’s Legislative Yuan, as a demonstration of good will, and commitment for further effort, towards Tibetan society on the part of Taiwan’s parliament. At the meantime, we extended our invitation to His Holiness, and I hope that His Holiness can deliver a speech in the Parliament.

Legislator Kolas Yotaka: Let me share with you the message I conveyed to Lobsang Sangay the Sikyong during this visit: “As a member of Indigenous Peoples in Taiwan who have to endure the oppression of the Han imperialism, I can feel the same kind of pain among Tibetans. Upon assuming duty as a legislator, I paid special attention to Tibetan issues. I have sent in a bill to protect the right to legally reside in Taiwan for Tibetans who are in Taiwan, and another bill to abolish the Mongolian and Tibetan Affairs Commission. I hope to be the best partner of Tibetans in Taiwan, and my message has been kindly and positively received by Sikyong.”

MP Lobsang Dakpa expressed that he will work to facilitate the interaction and communication between the Tibetan and Taiwanese parliaments. He will also provide assistance for collaboration among NGOs.

Eeling Chiu: The Taiwan Association for Human Rights (TAHR) have worked on the Refuge Act and provided assistance for Tibetans in Taiwan for their legal right to reside in Taiwan. She hopes to have more understanding of Tibetans in India. Human rights workers have organized activities to commemorate the 310 Uprising Day each year, and the HRNTT has started to organize Lhakar the first Wednesday evening each month. HRNTT will continue to promote human rights in Tibet and Taiwan.

The members of the HRNTT in this visit to Dharamsara included Tashi Tsering (President, Taiwan Tibetan Welfare Association), Prof. Hao-Jen Wu (Executive Board member, Taiwan Association for Human Rights), Eeling Chiu (Secretary General, Taiwan Association for Human Rights), Prof. Song-Lih Huang (Convener, Covenants Watch, Taiwan), Yibee Huang (Chief Executive Officer, Covenants Watch), Prof. Shu-Ya Lin (Deputy President, Amnesty International, Taiwan Sector), Hsinyi Lin(Executive Director, Taiwan Alliance to End the Death Penalty), Kolas Yotaka (Legislator, Taiwan, New Power Party) and her assistant Si-Han Lu, as well as Freddy Lim (Legislator, Taiwan, New Power Party) and his assistant Ting-Yu Chang.
